A Historic Shift
The Rwanda National Congress represents a historic shift to end a pattern of governance that, across different periods, has been shaped by ethnic supremacy and exclusion—fueling division and recurring cycles of violence—and to replace it with a consensual democracy grounded in equal citizenship and shared national ownership.
We recognize that this challenge has not been confined to any single community, but reflects a systemic failure that Rwanda must confront openly and honestly. Ending all forms of ethnic supremacy in public life, and establishing a consensual democratic order, is essential to achieving lasting peace and genuine national unity.
Our priority is to build political, legal, and security institutions that are professional, impartial, and free from domination—ensuring equal protection, dignity, and opportunity for every Rwandan.
Our vision is to establish a Rwanda governed by the rule of law, grounded in respect for human rights and international standards, and committed to sustainable and inclusive economic development.
Our future must be built not on the supremacy of any group, but on the equal dignity of all.
Consensual Democracy
Consensual democracy is a system of governance in which political power is exercised through broad agreement, inclusive participation, and shared responsibility among all citizens and institutions. It ensures that no group dominates others, and that decisions of national importance are made through dialogue, compromise, and mutual respect.
Core Principles
Shared Power and Inclusive Governance
Power must never be monopolized by any individual, group, or institution. Governance must reflect the diversity of the nation and ensure that all segments of society are meaningfully represented in decision-making processes.
Dialogue, Negotiation, and Consensus
National decisions—especially those affecting unity, security, and governance—must be reached through dialogue, negotiation, and consensus rather than unilateral imposition. Sustainable stability is built through agreement, not coercion.
Equal Citizenship and Non-Domination
Every Rwandan is equal before the law and in public life. The state must guarantee that no citizen or group is privileged or marginalized on the basis of ethnicity, background, or identity. The principle of non-domination is central to lasting peace.
Impartial and Professional Institutions
Political, legal, and security institutions must operate independently, professionally, and without bias. Their role is to serve the nation as a whole, enforce the law fairly, and protect the rights of all citizens without exception.
Protection of Rights and Minority Safeguards
A consensual democracy actively protects individual freedoms and minority rights. It ensures that no majority, institution, or authority can override the fundamental rights and dignity of any group or individual.
Accountability and Rule of Law
Leadership must be accountable to the people, and all public authority must be exercised within the framework of the rule of law. Transparency, checks and balances, and oversight are essential to preventing abuse of power
Unity Through Inclusion
National unity cannot be imposed—it must be built. A stable Rwanda emerges when all citizens feel recognized, protected, and included in the life of the nation.

Our Commitment

Building Independent Institutions
We will establish and protect institutions that operate free from political interference, including the judiciary, security services, and regulatory bodies. These institutions will serve the nation—not individuals, parties, or interests.
Ensuring Equal Protection and Justice
Every citizen will be guaranteed equal protection under the law. Arbitrary arrests, discrimination, and unequal treatment will have no place in Rwanda. Justice will be accessible, impartial, and consistent.
Ending Domination in Public Life
We will dismantle systems and practices that allow the concentration of power in ways that enable exclusion or domination. Public institutions will reflect national diversity and operate in the interest of all.
Promoting a Culture of Accountability
Public officials will be held to the highest standards of integrity. Mechanisms for transparency, oversight, and public accountability will be strengthened to ensure that power is exercised responsibly.
Advancing Inclusive National Development
Economic and social policies will be designed to benefit all Rwandans, ensuring equal opportunity, fair access to resources, and broad-based prosperity across regions and communities.
Safeguarding Fundamental Rights and Freedoms
We will protect freedom of expression, association, and political participation, recognizing that these rights are essential for a functioning and legitimate democracy.
Building Trust Between Citizens and the State
Trust is the foundation of stability. Through fairness, inclusion, and accountability, we will restore confidence in public institutions and create a state that citizens believe in and rely upon.
